Filing a sarpanch nomination: only 5 people including the candidate, 1 vehicle within 100 metres — SEC order

Under the State Election Commission's order of 16 September 2026, at most 5 people including the candidate may be in the returning officer's office at nomination, no rally is allowed, and within 100 metres a sarpanch candidate may bring 1 vehicle, a panchayat samiti member 2 and a zila parishad member 3.

After large crowds of supporters at returning officers' offices during nominations in the recent urban local body elections, the State Election Commission issued these instructions for the 2026 Panchayati Raj elections:

  • At most 5 people (including the candidate) may be present in the returning officer's / assistant returning officer's office when the nomination is filed.
  • No rally of any kind is permitted during nomination.
  • Vehicles within 100 metres of the office: zila parishad member — up to 3, panchayat samiti member — up to 2, sarpanch — up to 1.
  • If the candidate does not withdraw, the cost of the vehicles that came along at nomination is added to their total election expenditure.
